Easy Borders on GIMP.
This tutorial is for making borders on GIMP 2.4.
Example;

1. Create a new image or open an exsisting one.
2. Select > All
3. Select > Border
4. Enter the number of "lines" you would want. The bigger the number, the thicker the border.
5. Select > All
6. Select > Border
7. Enter a number, one less than the number previously entered.
Keep doing that until you are satisfied with your outcome.
Example of outcome;
